Trees first: Lake Oswego's tree code
Lake Oswego has a Tree Code meant to preserve the city's wooded character, and its permit page says tree protection or removal applications go to Planning at the same time as the building application. New tree regulations take effect October 1, 2026. Solar on a wooded Lake Oswego lot is a tree question and a roof question at once, so we plan both before any permit goes in.
State e-permitting and the city counter
Lake Oswego uses the state e-permitting system for building and electric trade permits, and homeowners may apply online. The city lists residential structure permits at 2 to 3 weeks for first review as of July 2026. We file with the system and track the reviewer comments.
PGE and 25 neighborhood associations
The city franchise list names Portland General Electric as the electric provider, and PGE's territory map shows Lake Oswego. PGE takes interconnection applications through PowerClerk. Energy Trust of Oregon solar incentives are open to Oregon customers of PGE or Pacific Power. The city has 25 recognized neighborhood associations. The median home was built in 1982, and 69 percent of occupied homes are owner-occupied (Census ACS 2020-2024).
