An email permit and a county permit
The West Linn Building Division is paperless. Contractors use state ePermitting, and homeowners apply by emailing their forms and plans. The division asks for the Prescriptive Solar Permit Checklist with the documents, and says a plan review fee may be charged if there is no checklist. Electrical permits are pulled with Clackamas County, not the city. We submit a complete checklist and handle both offices.
The Willamette Historic District
West Linn has a Willamette Historic District of about 70 properties and about 25 individually listed landmarks, and historic reviews run as Class I or II design reviews. We did not find a rule that says rooftop solar is covered, so we check the city before we design a roof in that district.
Between two rivers, with PGE
West Linn sits between the Willamette and Tualatin rivers, and the city says most of its street lights are owned and operated by PGE and lists a PGE franchise agreement. The city does not state outright that PGE serves every address, so your bill is the proof. The median home was built in 1988, and 83 percent of occupied homes are owner-occupied (Census ACS 2020-2024), the highest owner share on our list. Energy Trust of Oregon solar incentives are open to Oregon customers of PGE or Pacific Power.
